Annex 1: Indicator definitions

Knowledge generation indicators

Institutions (academic)  Institutions (think thanks, NGOs, foundations or other policy research entities)
Institutions with a stated mission, vision or purpose to teach, train or conduct HPSR, or support health policy development, in operation during the year 2020. This may include, but not be limited to: university departments or faculties within schools of public health, such as health policy, planning and management, health services, health economics, community medicine, departments or faculties within schools of law or government, or other relevant schools.Institutions with a stated mission, vision or purpose to generate HPSR-related policy outputs, in operation during the year 2020. Entities can be private or public.  
Reports
Reports of national-level significance published for a national-level audience in each year 2018, 2019 and 2020, by academic/research institutions, that examined or evaluated any or all of the health system building blocks, with the objective of making recommendations to improve performance or strengthen the health system. This may include, but not be limited to reports addressing health policy, health systems, implementation research, health sector reforms, national health accounts etc.This includes policy briefs authored by institutions. This includes peer-reviewed journal articles first/last authored by staff members (faculty from academic institutions and experts in ‘other’ policy entities).

Engaging policy-makers and the public indicators

News
Total number of local newspaper articles (of any type, i.e., editorial, news feature, other) authored by staff members (faculty in academic institutions/experts in other research entities), and/or television media appearances by staff members (faculty/expert), in the year 2018, 2019 and 2020. Newspapers include those of national-level significance with wide circulation, that may be online or in print. Television media appearances include interviews on news programmes, profiles or other feature programmes.
Meetings
Number of formal meetings held in each year 2018, 2019 and 2020, hosted by institutions with government officials (provincial, regional or national) where evidence was formally presented and considered in policy and/or decision formulations/ recommendations on topics related to any of the health system building blocks. Evidence is defined as findings from primary research studies, systematic reviews or knowledge translation products.

Institutional profile

The Partners’ HPSR Report is conceived as a collective and collaborative annual account of national- level HPSR production worldwide. The report has a twofold goal, firstly to measure and monitor the growth and evolution of HPSR; and secondly to advocate for increased investments in HPSR, especially at country-level. It is anticipated that the Global HPSPR Report will become a critical instrument to build the field of HPSR in the short-to-medium term.
